Members Present: Michael Ramsey, Jerry Young, Michael Casteel, Deborah Martin, Yvette Perry, Louie Hammons, Ken Gray, Judy Eastridge, Pashia Staton, Steve Dunn, Vicki Smith, Steve Harrison, Karen Kirby, Larry Cotton, Glenda Thornton, Guest—Wayne Young Order of Business President Ramsey called the meeting to order at 9:30 a.m. Deborah Martin was recognized as the new member from Pike County. Several members were absent due to inclement weather. Steve Dunn made a motion to approve the minutes of the November Board meeting as presented by e-mail. Judy Eastridge seconded the motion. The motion carried. Michael Casteel gave the Treasurer’s Report (See addendum A). Louie Hammons made a motion to accept the Treasurer’s Report as presented. Judy Eastridge seconded. The motion carried. KDE Reports/Information/Concerns President Ramsey read a thank-you note from Jan Barnes expressing her appreciation of working with KDPP’s over the past several years. President Ramsey reported he and Gary Wiseman had attended the Home School Conference earlier this month in Lexington. He reported a good exchange of information and the development of a positive rapport. Yvette Perry indicated she had been asked to investigate the possibility of changing the percentages of time for calculating student attendance to actual time in school. Tardies will be time lost instead of just a tardy. She also stated that KDE and STI are collaborating to complete the electronic calendar hopefully for the 2003-04 amended calendar submittal. Yvette indicated nothing has been changed relating to the audit process. She expects a full audit for everyone in the future. Ken Gray reported KDE and STI are meeting on a quarterly basis to discuss issues and data needs. The question arose that participants in STI trainings should be given EILA credit. A lengthy discussion ensued relating to just exactly what meetings (conferences) were acceptable for EILA credit hours. Old Business President Ramsey noted the Truancy Symposium is scheduled for May 5 in Louisville at the Hurstborne Convention Center. KDPP will sponsor a break. Several KDPP Board members will host a morning and afternoon panel discussion. In addition Roger VonStrohe will serve as KDPP representative on the Luncheon Panel. Yvette Perry reported on the changes in the Attendance Regulations. President Ramsey will e-mail copies of the new regulations to members for review. A Public Hearing is scheduled for March 24 in the State Board Room at 10:00 a.m. Kevin Nolan needs to be notified of any dissention relating to the acceptance of the Regulations. Otherwise, the hearing will be cancelled. There were no committee reports. New BusinessPresident Ramsey reported on the status of the 2003-04 KDPP Conference to be held in Lexington at the Embassy Suites on September 3-5, 2003. Yvette Perry discussed schools banking time as a result of inclement weather. Disaster days can be applied for after 20 days have been missed due to bad weather. Requests should be sent to Ron Brown. Districts may use instructional time already shown in 2002-03 calendars, however, the amended calendar must show how minutes have been applied toward instruction. Certified staff must complete the 185 day contracts. Banked time should be shown as “G” (planning day) on days staff will work. For the 2003-04 calendar, additional instructional time beyond the 1050 hours must be shown on the original calendar submitted or it will be disallowed. Wayne Young, KASA Executive Director, reported to the members the status of bills in the Legislature. With no further business, the meeting was adjourned at 11:45 a.m. The next Board meeting will be September 3, 2003 at 2:00 p.m. at the Fall Conference.
